returns arent great, that is corect. but pvp is all about who is standing in the end of the battle, the guy with more hp has a better chance from the get. Honestly, not to bullshit you, Rangers are pretty piss poor once levels start going up, the only Ranger i remember killing anyone was one named Belaggio back on TZ who was a Pandemonium twink, and honestly the buffs killed you, not that bitch. Never trust someone named after a hotel <3 ahhhh TZ those were the days pals.

tl;dr Sta doesnt have great returns but will favor you more than anything else you can put points into. Maybe Dex if youre gonna be bow'n'arrowing hardcore like

I would do 100% into dexterity. Stamina is cool but trust me on this one.

STA STR DEX AGI will all be maxed eventually with Velious era gear. Put all your points into your casting stat for any hybrid really. Id rather have 200 more mana for another heal than 50 hps.

The formula for warriors is 1 sta = lvl/10 hp, or 1sta = 5hp at level 50. I believe it's 1=4.5 for paladins and shadowknights, so I'd guess it's 1=4 for rangers. That's not too bad, and stamina returns are only crap for casters. I haven't looked into what weird custom changes this server is making, so I can't say whether there's some unclassic value in agi or dex or something like on vztz, but if not, there's hardly anything else to spend your points on for a ranger, especially a human where your natural strength should be high enough to not get encumbered by gear alone like a wood elf might.

go int/cha and when you get stomped, /tell them that you thought you were rolling enc. you must like being an underdog if youre rolling human ranger so who cares about marginally shittier stats
