First of all let me laugh at the comment that 55hp/5ac rings are better than djarns. Even at level 11 my sk gets 23ac from djarns ring and 7 ac from 5ac 55hp ring. Agility improves your ac. In addition agility improves you ability to avoid being hit(although the effect is small above 75 agility).

With 40k budget I think I would do something like this( I sorta guessed on prices)

Weapon: noct blade, moss, or ebon mace(8-15k), clay guardian shield(1k?)
Chest: darkforge (1k)
Earrings: diamondine earings(1.5kish for pair)
Arms: darkforge(400)
Legs: darkforge(800)
Head: SSB(500)
Feet; darkforge boots (400)
Rings: 2x 55HP(500 pair)
Face: Mask of Wurms (1-2k)
Neck: black sapphire +55hp/mana (4k)
Waist: FBSS (13k)
Bracers: Granite Bracers(2.5), bracer of scavenging(1.5)
Ranged: runed bone fork(500)
Shoulders: Crested Spaulders(300)
Gloves: sebilite scale gloves (500)
Back: hooded black cloak(3k)

generally hp(or sta) and ac matter most as a group tank, but if you solo alot via fear kiting str becomes relatively more important as does mana(or int).

That's either a blatant lie or you fucked up and didn't put 5 points in agility to get a 75 base. 9 agi doesn't give 23AC, it gives 3, unless that 9 agi is what puts you above 75 to avoid the <75 penalty.

And lol @ your stat-heavy, AC-less setup for a tank class. If you wear 0 AC in any slot save for your haste slot and ranged where anything with AC costs a fortune, you're doing it wrong. Why would you ever recommend things like Darkforge, seb scale and those wrists when Blood Ember is easily within his price range (and in some cases cheaper)?

So they are lying on the FAQ or you are wrong about the agility not having an effect on avoidance.

You are correct about it putting me below the threshold without my djarns ring. I was wearing my RoM which is -5 agi so the ring only gives 4ac when above 75 instead of 7 from the 55hp/ac rings, but still I think 25hp>3ac.

I tend to think Hp generally is more valuable than AC since you will be taking CHs. I would take darkforge +10sta over the 5 extra ac from enameled black chest all day. The necklace is prolly close taking 5ac or extra 30 hp. On bracers you are most likely correct that blood ember is better since you are giving up 11ac there for 7 sta. Sebilite scale gloves(12ac 4agi/int 2sv magic/dis) are cheap and I went slightly over 40k as it is and are are only a tiny downgrade from BE.
