Start an alt whenever you feel like it. Sometimes it's good to have one to break up the monotony of grinding all the time on a single character. The only difference between at what level you roll an alt is how much money and twink gear you'll have available, should you decide to go that route.

I think the only time your main's level should matter when deciding at what point it's a good idea to roll an alt, is if you feel twinking to be necessary to advance or a requirement to enjoy the alt.
