Really dumb point about rig setup, surprised you didn't mention cable vs dialup as well.

At this point I'm sure we would all love custom content in the classic spirit, Ultima Online Outlands does this better than any private server I have ever seen, but that is for UO and not EQ. I wouldn't hold your breath about anything happening on P99, the passion for the project seems to be at an all-time low from a dev standpoint (at least the complete non-communication about ANY sort of direction would indicate that)
