Remember that damage cap to level 10 is 20 damage and damage cap to level 20 is 30 damage.
I thought the 10-20 cap was 40 damage? I was under the impression that monk would have the same caps as warrior does, and my warrior I was leveling recently was able to max out at 40 damage before level 20.

That's not a great way to look at it for low levels, the 14/18 for the trance sticks. The offhand swing happens farrrrr too infrequently. Honestly, Trance sticks shouldn't even be a thought until 35, or close to it.
That's why I mentioned the dual wield chance and ended up saying that Quivering would be better from 20-35. But in Classic, the damage cap was always 30 points until level 20, I'm not really sure what the formula here is, but if it is 40 damage until level 20, they're just plain wrong. Although I DID also qualify that with an Idk.

I'm not sure either now. I do know I was hitting for 40 on my warrior with a Poison Wind Censer before level 20, and was under the impression that monk would have the same cap, but I'm not sure on that at all now that I think about it.

Wu's quivering staff is great, can confirm that cap up to 20 is 40, after 20 unless you have super high str you will hit in the high 40's with it so you don't lose a great deal of damage.

Haven't done any real testing but it 'seems' that I am doing more damage with the wu's quivering staff over the trance sticks. Only real drawback I can see is when you gea few misses in a row it can really hurt.

I agree Quivering would rock from 10-35 if 40 damage is their cap.
