I'll change the bolding to re-emphasize my original quote:

It seems pretty clear to me that "other devices" (in the context of keyboards) includes mice (if they trigger multiple keystrokes).

Map applications don't interfere with the EQ client (ie. aren't "3rd party programs" in that sense): they're completely separate programs , that just happen to read the log files the EQ client produces. As such, they don't break the rules here.

Use of a 3rd mouse button doesn't interfere with the EQ client if its bound to do whatever's on button 8 (incoming message, /sit, etc).

There's no third party program so no harm if its just a keybind.
