Depends on what u consider "high end." Many guilds can get you planar armor and Sky items and in Velious the same will true of Thurg/SS armors.

When you start taking about contested raid mob loots it's a totally different game you're playing.

This sums it up. For competitive content on Green, there's like 4? guilds that ever even attempt it, 2 guilds that attempt it consistently, and 1 guild that wins the majority of that content (same guild that is the only guild in Veeshan's Peak right now).

For Planar content, lot more options. And planar armor's still damned good, so if you consider that "high end" content, it's plenty approachable.

My advice: Forget the high-end even exists. Do that, stop dreaming about it, and soon enough you'll realize how unnecessary it all is. The stuff you have access to at the point where most players plateau--let's call it mid-range--will suffice for any and all content. In Kunark this means a mixture of planar armor, Kunark class pieces, and such. In Velious this'll mean the various faction armor sets (Thurgadin or Skyshrine probably, not many guilds tend to go giant faction for Kael armor) and similar-tier pieces. You'll do ALL content in the game wearing that type of equipment. It is by definition adequate. Odds are you'll enjoy the game more if you aren't putting yourself on call for a video game guild or crawling out of bed at 4:30 because Doze spawned.

Dragons in classic weren't even itemized if I remember correctly. First live Naggy or Vox kill there was no loot on it and GMs had to intervene. Devs thought players wouldn't get there so fast. Kunark was likely a partial answer to this. Give them a bunch more retarded dragons to keep the no life neck beards busy and stem some of the crying by these vocal losers which would equate to bad PR for the game.

Raiding in EQ was always an afterthought and something only 1% of players did until Velious and really not even until PoP with multiple expansions released without raising level cap was the average casual able to start raiding regularly.

Don't bother. Planes trash loot is good enough. Eventually in Velious you'll be able to raid and beyond that if Green merges into Blue you'll get a lot of chances for casual raiding.

Casual players can reasonably expect planar (and maybe sky) gear and when Velious opens, reasonably expect Thurg Armor and likely SS eventually.

EVENTUALLY VP will become an option as the "top tier" guilds decide it's not worth the time/effort anymore once they're in TOV & Kael as well.

My game designer side would solve this by giving every account an "heroic deeds" counter. Every time you kill a named you lose X points, and once you hit zero you cant engage nameds until you recover. Make it a monthly thing.
