Paladin race doesn't matter as much as other classes. None of their races have significant special abilities, so pick your favorite fashion. However, as is usual with the typical class/diety hierarchy Paladin starts with Tunare as everyone said.

Arguably dwarf CHA is bad which will lead to many lull resists and deaths.

  • I can't remember if Half Elf Paladins of Tunare can start in Qeynos, but if you can this becomes a pro since it's the best starting area in the game.

Scarab quests are good. Turn in crushbone belts/pads in kaladim as well.

hehe wife's ench has 95 cha and it gets crit resisted 50% of the time. Not sure any pally can do it well.

Someone did a self study recently that they found each point of CHA = 0.25% less resist

so at according to their info 95 CHA = 23.75% less chance for resist.

I can't verify but it's better than nothing I guess.

Man.. i'm sure that is a much drastically lower number when trying on yellow mobs. Let alone red ones.
