Putting it together seems like they changed all existing items to a new itemID, stopped the dropping, and re-created the item as the SK epic (with a few tweaks)...

The cropping of the picture looks suspiciously like that fake item generator that was on the net back in the day. Could just be a coincidence. But yeah that thing is ridiculous and I've never heard of it.
