Yeah although many years back I recall it procing on red. Few dictate pulls of king camp fixed that. When it procced item would take the mob to safe coordinates for zone.

I am very disappointed with my rod of annhilation at the moment. It used to hit for 200+ semi-regularly. Now it's just 20-30 all the time. God forbid a caster should be able to melee for 15 dps.

get the icy wand for mobs that like to run at 1-2% , or the really annoying ones who live at 0% and like to run.
