From what I can remember, these rooms were put there by devs when the zones were being created, for reference points. They are also handy to summon players to when dealing with petitions since npc's cannot aggro players there. Also can be used as a time out room for melee's [You must be logged in to view images. You can warp past zone lines to see some of these rooms if your framerate is low enough. Some kind of client/server miscommunication of one or neither recognizing you as colliding with the zone trigger, and you continue running like nothing happened.

I like this stuff too. And there was a lot of cool stories back in the day. I remember a long discussion about secret fire pots in an area in neriak 3rd gate or foreign quarters that’s not accessible.

On live I fell through world in GD and was warped in such room where I had to wait for a gm to send me out... I don't remember an elf, but there were coordinate on the walls....
