If a player can resist a harm touch from an NPC... I think it's fair for a NPC to resist a players HT.

If only it was fair both ways... mob 2 levels higher resists often.... compared to a level 60 player wandering through droga (mobs about 20 levels lower) and just watch how many HT land.... NPCS cheat is all I'm saying.
