Either way if it was patched in April 2000, that's just over a year of eq being live.
So if they deem to add this change, enough time has passed to follow a classic enough time line. | ||

I mentioned this over a year ago. I suppose if the proper amount of time has passed mages are now due for some regen!

The EverQuest strategy guide of the Ruins of Kunark has a description of the phantom spell line having the regen. I would guess that we would get the upgrade when Kunark goes live on the 25th.
