Turning in dragon heads is a viable option (once you have enough faction) if you're unable to get a dain kill

Killing "innocent" inhabitants of Rivervale is probably the best faction there is. You won't actually see any of the hit's, but I assure you that all of Norrath will rejoice from your heroic slaughter of these filthy thieving Halflings.

There was a dev interview somewhere, where they explained that this was a secret way to get faction.

You will be dubious to tormax, apprehensive to irrelevant giants and max ally with turn in quest NPC's

You will also be kos to dragons once you do dwarf turn ins.
