Just a heads up, the dwarves in CC are on their own faction. Goodly races can sell there, but everyone is non kos otherwise.

Is there anyway to raise that specific dwarven faction?

Nothing that seemed worth the effort. Somewhere it is listed you can off rodrick (who spawns outside by the zone out) to raise faction but that didn't do anything when I killed him.

I feel like it was the same on live, then at some point they added quests or changed mob faction impacts for the town.

Even if you are a non-goodly race can still access the bank. can cycle the gems/plat in and out of the bank for the end trip to thurg to sell.

I believe if you repeat the book turn-in step of the Spirit of Garzicor quest quest you can raise the faction. However I'm not sure how many times it takes, and it probably isn't worth the trouble.
