This Allakhazam quest also requires it and has a date of august 2001 which means someone had to discover it and finish it before that date which is months before Luclin release.

This item existed in the Scar Of Velious era and if this is a classic server (Vanilla, Kunark and Velius) it has to be included... Just my 2cents
