The recent change brings the manastone more in line with what it was in classic eq. not sure why people think this is a bug. You should be able to gain mana/lose hp just as fast as you can click.

There used to be a built in minimum 0.4 sec cooldown of spells. This cause items like manastone, and for the new expansion, circlet of shadow, to sometimes be clicked fast and not be ready. Since CoS controlled also sending a fade of invis, when it was clicked, you could click real fast and break invis. So this was making CoS mechanics not work right. Same with Manastone, sometimes you clicked real fast, some clicks it would not respond. The client hard codes a minimum click cooldown of 0.1 secs. So the server was updated to match. So now CoS works better, and manastone is faster.

That is what has changed.

Working as intended.
