I just went back over to that same vendor and tried to buy down to my rings, I did not see them, so i killed the vendor and tried it on a fresh inventory...it did work.

What yuou should all do is do what I do, find a nice cozy room with a merchant in a untraveled zone and bind all your characters there then pretend the merchant is your wife and the room is your home and never log off.

It gets harder to find an "empty" vendor as time goes on, hasn't been a repop in a while etc.

The back end of Felwithe is still good in some of the caster guild areas if anyone's looking ^^
Some Neriak vendors good too, just don't leave puppet strings on them for days
