you need to be 40 regardless of class to get a group there, hit spects or mm for 1 more level.

I did Yeti caves in DL myself for a while at that range, it really is a meh range to work with but that's just the nature of Kunark.

39 is a great level for an enchanter to fight in CoM at stables, courtyard or zone in areas.
Very few mobs are over 37 there (Beguile lands) and the for the few that are, you will just have to deal with an occasional resist. In many cases groups will invite you just because your haste and clarity buffs insta double or triple their exp rate. | ||

39 would recommend Overthere if solo. Outdoors so safer with SoW (you can easily trade Clarity with porters for SoW). Also if you die it's pretty easy to get a rez, Clerics will hammer to the zone for ports.
39 isn't too low for grouping at CoM stables. You may need to tash then mez for the golems. LGuk/SolB is probably a little better exp but also a little higher difficulty (bigger pulls, indoors). Mistmoore is also okay till low 40s if you go further in. | ||
