They also intended people to turn in all the quest pieces themselves rather than two people pairing up and turning in items each.

They eventually worked this stuff out on Live. Epic 1.5s require 65 and 2.0 requires 70 to do any turn ins and to equip the items. They also added hidden flags for all of the turn ins to prevent people from MultiQuesting steps in the quest.

The original EQ developers didn't have many coded rules to enforce their intent. Thus twinks with epic, multiquesting, vendor recharge, monk splitting, CH chains, CoTH chains, etc.

oh, yeah. they definitely didn't implement it correctly at the time.
my point is that saying P99 epic level req's have zero basis in classic is not especially honest.

As far as I know, in classic, none of the epics had level requirements. I think that's the basis of his "no basis in classic" argument.
