2-4 hour respawn on all raid mobs. No proximity camping or tracker FTE rules. No hour lock in rules. No kiting or stalling rules. If you want to kite Klandicar for 10 hours to stick a slow on him have fun. If you want to do Cekenar with 10 people and kill him 30 minutes later, have fun. Hell if you just want to run Dain around for an hour, have fun.
The only rules that really need to exist are no intentional training in Kael or ToV and no Memblurring raid mobs. Feel free to train in unpopulated zones like Zlandicar's and Klandicars and Veeshan's Peak and Yelinak and Dain. Just don't mess up the zone for casuals doing HoT or Kael Arena.
If that isn't going to happen, the petition system could use revamped. Once a guild officer or leader shouts or sends a tell or Skype message asking for a concede one of two things needs to occur. 1. The mob is conceded. 2. A guild eats a 10 day suspension.
Once the Concede word is used, and the mob isn't conceded you should be required to file a petition at which point Sirken will rule you're right and suspend the other guild, or you're wrong and suspend your guild for wasting his time. Far too often will guilds just ask for a concede without knowing WTF is happening. If you don't file a petition you should be suspended 10 days for crying wolf. People need to get it through their heads before you ask for a free mob, figure out wtf happened. Would definitely cut down on lawyerquest because you'd have to know damn sure you're right before you engage in lawyerquesting, otherwise you get 10 days off pixelquest and you have to go outside and shit.
