My guess:

Awhile ago Rogean said that Karnor's would be the last Kunark zone to be tested. It was released this last week.

So, my assumption is that they are waiting to release the next patch to coincide with the release of Kunark. Could this be days, weeks, months? Who knows. Just the hush-hushness of the next patch release seems like a surprise is in order.

Or they could just be busy with their actual paying jobs, and have a few bugs in their current trunk they haven't been able to get around to.
