Founy Jestands lower lvl, but still no paper

I got it yesterday right after the quick server shut down... A rog got a new founy as soon as server was back up... I waited like 4 game hours for despawn and got him at the 10am respawn so it was 2 parchment in like 20 minutes

A friend of mine also confirmed he got the parchment. This was after the ~15 minute downtime yesterday afternoon.

Can you still assassinate him? That was what I did. Granted a rogue wanting it for their own character wouldn't be 60 but we all know 4/5 are sellers.
