I am also saying there is roughly 175 non empire players on the server playing during prime time that could potentially be enough for 1 or 2 guilds to form up and Kill the mobs that are left up for multiple days.

None of the leadership in the guilds outside of empire are willing to do it or wanting to do it. Also not wanting to merge current guilds to form a larger and stronger force. Everyone likes their own camp. There are a few guilds that field more ppl everynight but still believe a serious push against empire is not even possible.

The second largest guild by far, Thunderdome, is just Empire players on alts when they aren't raiding. Who do you expect to contest?
