Usually people do:
Crushbone
Unrest
Mistmoore
CoM

However there are also groups in LGuk or SolB

Then it gets more complicated. Zones are more risky and PvP is everywhere. Here are good prospects anyway:
SolB until mid 50s
Karnor's
Sebilis
Howling stones
Chardok (rarely seen a group there)

But well... as I said people, PvP and grieffing really becomes a pain in the ass.

Oh please dont think pvp griefing is just in those zones outside CB, unrest, MM -- have been ganked over and over again in all those zones at nearly every level range.

Apparently deleveling toons to "help" go killing noobs just starting out gives more boners than prescription erection pills. /shrug....

I would leave mistmoore already. Plenty of good zones for a lvl 30.

The trick us, spam ooc every few minutes with " X level range group looking for more"

this way, people are more prone to log on their alts to exp on if they think there is already another group.

Just start a group. Splitpaw is also very good exp and little to no pvp. I would stay out of kunark til 50+. Mobs are alot tougher then classic zones.

Mid Thirties? Rock Splitpaw man. Can chill there till mid forties, Gnolls drop fine steel you can sell to Krak Windchaser in aviak town.

You're going to need to start the group more often than not. That's really a good habit in general, don't just log in and expect other people to be waiting for you. Get proactive, convince some people to come out with you.
