Thats how its always been, except when the xp bonus first went in. Most of the game besides a handful of zones are pretty much empty.

I mean it sucks TMO wasn't as good as they thought they were or the pop might have gone up a bit.

At least the <Friends> crew, you know the "how can you farm kunark for 3 years" people will keep kunark locked down the second it isn't farmed, but that won't adjust the population much unless they recruit.
