Its a full blown chat channel now 30 seconds after eunomia leaves.
Just turn off global ooc, dont threaten to ban people if they say the wrong thing, like pras, in global out of context chat channel, designed because of the low population.

I agree the global channel is good for the small community. This is how the gms/guides do business on red tho. They show up and enforce shit that they have ignored for months and then they'll disappear again.

Out Of Character chat
I would be first to say that all the garbage in OOC is detrimental to gaining normal and cool people and retaining them on the server, but it seems very much to be the wrong way to go about it I also agree from experience here, instead of trying to have a discussion with the community so that the best solutions came come out from community feedback, it seems sometimes like Sirken, Nildog and Roge getting together, smoking a blunt and pulling ideas out of a hat, like hey, why dont we try this one? is more along the lines of what happens before a change like this is implemented.

Just take screenshots of people violating the completely new rules that aren't posted on server rule posts and get them banned. Especially if they are new people, it will be a great introduction to red.

OOC stands for out of character. So actually it should be used for chat, but not used for any of the things Eunomia listed if we are going to be pedantic here.
Aside from that, creating a rule on a whim that will create more stupid petitions as well as suspend people from a low population server for no reason is a terribly ill conceived idea. Not to mention this flies in the face of four years of red server precedence, so no one is going to follow it anyways.

for example...a person new to red logs in and asks questions about pvp...guilds to join...rules, w/e. he's told that he can't communicate on the server in ooc.
nice welcome. also..."pras" and other forms of pvp reinforcement are not necessarily a bad thing. the rest of the garbage is. rules like this will not increase population. you can take that to the bank. personally it doesn't affect me. i have a big guild and plenty of people to talk to. new people don't have that advantage.

I find pras super stale but thats not what i would qualify as garbage, more wtf stuff like harassing Samwise over his kid, telling Chewie's girlfriend to kill herself or some braindead stupid shit like that.

But really, should just turn it off. Pop on Blue was about what it is now on Red when global ooc went away, iirc. Blue players were fine; still made groups, still got ports, still sold their wares -- and they're all a bunch of anti-social, effeminate weirdos -- not like the charismatic, out-going, big-dicked pals on Red. It'd be alright. Plus, everyone on Red is in one of two guilds now. The channel is pretty redundant when your guild channels are basically global ooc for half the server.
