That's... poison. Gogo wikipedia: In the context of biology, poisons are substances that cause disturbances to organisms,[1] usually by chemical reaction or other activity on the molecular scale, when a sufficient quantity is absorbed by an organism.

Water is poisonous.

It's potentially poisonous, or potentially toxic. It's kind of a misuse of the word to say water is simply poisonous, though. We get it, but let's not abuse the English language here - everyone knows when we say something is "poisonous" or "toxic", we mean when it's taken in normal and non-excessive doses.

So if someone shot you, you were attacked with a "potentially lethal weapon"? No. Every glass of water you drink is laced with dihydrogen monoxide, a deadly poison.

Yes. Not everyone dies from a gunshot wound - it's potentially lethal, but I'm not going to correct someone that refers to a firearm as simply a lethal weapon.

Anything can kill you in excessive doses. Oxygen can kill you, but I'm not going to say it's poisonous. Same with water. If you want to go around calling literally everything poisonous, then by all means go right ahead.
