As of this post the gnome doesnt give you teleport keyword for PoM. It is "mischiefplane".

Usually not, but if the Devs grace us with a note for a particular patch you can probably find it in the thread titled "Beta Patches"

so beta was down for almost a week to bring up plane of mischief. is that the only change this month? vandalize said something about velious beta now using a 255 max resist cap. is that in yet?

The 255 cap is on beta, even though client will show higher values.
