I'm pretty sure when I ran Everquest back in '99 my computer had a 400mhz processor, 256mb ram, and an old intel graphics cards. I don't think you have to worry, even if you bought low end stuff from a site like Newegg.com and built a computer for like $250-300 you would have more than enough juice to run this.
Edit: The only reason I say to build your own (not hard to do even if you haven't built one before just youtube it) is because the majority of new PCs that you will buy from a store will run windows 8. If you build your own you can use windows 7. Just personal preference though.

PC Gamer magazine still keeps an updated low, mid, and high end build list on their forums right here.
Whenever I build or upgrade a PC I start with one of their lists and modify it as I see fit (NVidia GPUs as opposed to the Radeons they usually use). All of it is linked to pcpartpicker.com so no matter what you'll get the best deal. They also have guides and a very helpful tech savvy community that will help you with just about anything.
