You could always adjust your gamma. Game settings can't override hardware settings.

The difference between then and now is the Titanium client automatically adds an effect similar to ultravision in outdoor zones at night, complete with the slightly blue-ish tint. This is most noticeable if you log on at night because it'll often take a few game ticks for the effect to switch on, prior to which things will be distinctly dark. This effect does not function in dark indoor dungeons such as Befallen; as such those places remain properly dark without a light source.
