Turn ins to a charmed NPC do not reward you faction hits. However he is merely after EXP. So charm would've worked.

I went there and Wolf Formed him. Think he got 9-16 out of 120~ gnoll fangs. I see why blackburrow is always perma-camped

Holy crap that is some experience... Wonder if you can do that all the way to 30 or if it becomes pretty inefficient 20+?

Skipping content is fabulous for your second or third character. Gnoll fangs offer almost no cash though and so although you may be level 16, you'll have a tough time affording your spells/equipment.
