Could be a server-wide time issue. I started a newblet in Qeynos and the decaying skeletons were running around in broad daylight. Gnoll Pups at night.

This issue also affects Lake Rathetear - undead are up all day and night, there are 2 regular gnolls stuck in same spawn spot as 2 undead (they are standing together in same spot). I did kill a few undead during the day to test it and undead respawned, no regular gnolls.
