I did a quick google search and found this tidbit:

This is despite after going Free-to-Play and several game updates, with the recent siege content not receiving positive response from the community, along with bugging imbalance issues not solved.

The report also claimed that “welfare benefits were suspended since the start of August”, with the upcoming company restructure being a massive one.

To keep player harassment at bay a player run court system with a jail concept is integrated. Criminal players are imprisoned and can pay off their debt by working in the prison or trying to escape through digging their way out.

Holy shit, are you serious?

Is life that bad over there that games have a freaking penal system?

Sorry guys, I can't group. I've been fucking arrested for opening windows in buildings that don't belong to me.

It's not looking good for a launch in the west right now. The game has not done well so far in the east which does not bode well for the west.
