I've never had issues as a troll or ogre running through Neriak (with starting faction, following both innoruuk and cazic)..

Trolls and Ogres don't like each other. If you gain faction doing some troll-shaman quest, you'll lose faction with ogre-shamans; same thing with troll sks vs ogre sks and ogre warriors vs troll warriors

Just be aware that any of the armor you find will be small/medium, and the Dark Elf buildings are made for small/medium frames. Ogres and Trolls will struggle without a shrink spell/pot, or going to their little foreign quarters.

I actually enjoy the Ogre starting area, if you're OK with there being almost no other players around.
