Like I said earlier, I would really like to agree with you but fwiw, any guild (and there would be enough of them) could choose not to adhere and it would ruin the agreement (see: raid schedules).

If you live in the United States, there are so many laws and rules that surround you, that you, as a normal, healthy, law abiding citizen never even think of.
For example, in Florida its a crime to not yield to an ambulance or fire truck with their sirens and lights on. But, most people are going to yield to an ambulance immediately anyway - it's a natural thing, you want your fellow man to get the help they need as soon as possible. That's how it is on P99 as well. Rules exist, but most people know to not KS someone, or to not train someone intentionally, or to not use hateful slurs at fellow players. The rules are there for that other 1% of the population, who may want to hurt you, or may take advantage of you. It's to dissuade them, and to have some sort of justification when you punish them. (Look! It's in the rulebook you agreed to!) | ||

Be cool doesn't work when competing guilds that dislike each other exist simple as that.
The people in said guilds won't care if the people in the other guild thinks they are cool or not because they already hate each other anyways
