Conjecture.

If they were members then they would be awarded the sword (regardless of DKP) as it was rot. Since they are applicants with NO raid history with the guild that does not entitle them to anything.They have the permission to show up, smash buttons and stfu.

Some people claim they do not care about pixels then when they join Nihilum then get butthurt when the pixel shower, that they assumed, does not happen.
