Mine took about 3 weeks, I think that's about average. Look into StrongVPN I used it and it works great and is fairly cheap.

My bro rents a room in my basement, we both play. It basically is an IP exemption work around while you wait the 1-30 days for it to go through.

We have our exemption now but I kept it to do crap like stream local MLB games and crap that restricts you geographically.

Also can use it to fix latency issues sometimes, with things like twitch TV.

It basically routes a single computer through different servers so it appears to have a different IP Address. If one person is logged in through that, and another through your normal connection, you will have different IP addresses. It's a pretty great stopgap.
