I dealt with GMs all the time on live and saw rules made on the spot.

Zone disruption was not one of those rules up for debate.

If you fucked up a bunch of mobs in the zone? Via a bug?

Someone prob just accidentally bugged it. Not hard for a GM to reset the mob.
