For the breastplate part, all you need to do is go to Kaladim and get some gem from talking to some people. Then, someone hands in the breastplate first to the correct NPC in Tox, you hand in the gem, and boom you got that part of the quest done. Level doesn't matter.

But at level 20 this is what I have done so far towards my Fiery Avenger.

Acquired SoulFire (at level 5).
Acquired Ghoulbane.
Maxed faction with Deepwater Knights.
Maxed faction with Priests of Life.

I MQ'd most of it, but had to have someone help me track and kill Xicotl, and then escort me to Paw.

The thing drops and rots constantly. You really shouldn't feel bad about destroying it. I've got a bonus one in the bank despite already having the epic. Oh well!
