Yes they should drop it, but the drop chance should be minimal, like it is now

Power of Earth drops off a Fairy Guard in Lfay. Keep in mind that its not the Faerie Guard that drop it. Power of Fire drops in Solusek's Eye

Meh. I'd assume items like Power of Earth will be cleared when Kunark comes out. They shouldn't drop, but they aren't rare anyways.
