Yes, it is possible to use it as just a method of setting up a local network, but this guy was trying to prove that he was able to visit websites with it.

in answer to your question Xumosa, ya, if you take a regular router like a linksys, and just power it up, with no modem connected to it, you can see it on the network list in windows. If its working that is.
