Spells: Dictate works on any level

All his information is based on Planes of Power time line, not classic, so not sure about it being relevant here (except that sirran was supposedly charmable during velious).

Sirran was bard charmed. Why don't any of the other guides I linked say "dictate" or "charm" Sirran? And they say to dictate/charm the other NPCs up there? Hm?

All it took was a few gods getting charmed by bards for the nerf hammer to come down, and bard charm was changed to cap at 51. 51 was definitely the best cap pre-kunark, because so many encounters were designed assuming that cap existed. Having a higher cap made some of the toughest encounters at the time (PoS, etc.) easy.

Nirgon what does your spell database say about dictate?

P.S. I just posted a guide that says sirran was charmable. If you choose to ignore it thats up to you, but don't think the rest of us are idiots. I want it nerfed for balance reasons, not because it wasn't classic.

This charm spell has a cap of level 58. Level 59 and higher targets cannot be charmed with this spell.

Allure has a level cap of 50. Dictate has a level cap of 58. Anything above level 50, especially something level 58, can deal a ton more damage in the 48 seconds than almost any level 50 creature can deal in a few minutes.

Also at some point Dictate was changed to 48 seconds (from 30). When was that?
