Conversations are already legislated by the potential for violence increasing in a scenario limiting speech-action. The label of a hate crime comes not from the action, but the motive. Usage of such speech legitimizes hatred based notions within a scenario, and more often than not amounts to the using individual being stuck in a cycle of being a malcontent based upon their own assumptions and weak constitution.
