They ban people from smoking crack, heroin, pills, cocaine, weed for a century, and they even tried alcohol for a time.
I dont think it has so much to do with being black as much as its easier to start smoking with menthols because they dont burn so much. Kinda taste like candy, too.

That figure, 35%.. whew. We're talking about tens of billions of dollars every year.
