I believe it would really open up the gear meta by incentivizing NO DROP loot, and it would also incentivize the mustering of cloth clad players to take up arms and fight against twinks. I don't disagree. Until the playing field is leveled, no one in their right mind would roll on red. Even if you managed to squeak your way up to 56, the prospect of nToV-geared 60s waiting in the whims is enough to dissuade anyone to save themselves the time.
