![]() Look at any piece of major legislation passed by Congress. Almost every single bill contains unintended loop holes, or some intended, that seem to go against the spirit of the intentions of the bill. Does it mean those who take advantage of said loopholes are breaking the law? No, of course not. Often times Congress will then pass a law to close the loop holes, but until such a law is passed, the action is 100% legal. How much more so here where in fact the said "loop hole" has been endorsed as a classic intended feature, that may or may not be closed down the road.
