The Trump government developed the vaccine, but it was not distributed until after he ousting, I do agree with that. It is impossible to place blame on either administration since development and deployment are hand in hand.

I do not really blame the president directly for anything outside of executive orders, since he is just a placeholder for all the installed, decades old apparatus of government.
