As some famous physician said, nothing is lost, nothing is gained, everything is transformed and the debt of the poor country massively subsidize our economies.

It's not design for them to be rich, one day: there is, at any given time, a finite amount of money in circulation and we have rich countries, and countries who cannot be rich because of the physical limitations.
