That would be a good idea if you didn't have to wait 5 weeks for Vulak. Problem with rotation is that most guilds are capable of eventually killing Vulak with time and a scheduled raid. It'll only be a matter of time before you have 5 guilds lined up for Vulak. There really isn't a solution other than no rules and fuck everyone.
Not all guilds would be able to clear all of ToV to kill Vulak. Vyemm is the stop gap. So kill Vyemm to get on the Rotation seems reasonable. Also can't team up to get on that rotation. Guilds have to stand on their own merit. If you rotate everything there will be spots for all guilds.

As much as that would be fun to witness. I don't think Sontalak is the barrier to kill in ToV. Only 2 or 3 guilds could kill Vyemm without assistance anyway. Until they improve that is.

Not all guilds would at first but with time and knowing you have a free spot in the rotation, it wouldn't take too long. People who never raided would start to raid just for that factor.

Gotta keep raiding on P99 where raiding is a "competition"

Except the "competition" is a mini-game inside P99 that takes place 16~ hours before the raid mob spawns and ends when someone agros it

At that point you get to kill the mob without anyone contesting your spawn

So the "competition" you all are hyped on about is really just shitty shitty shit shit

Ok, I have a serious question and am requesting a response. I assume, I know it's a stretch, but I assume that out of the raiding guilds, there are at least a handful of well adjusted, adult, wife having, kid having, job having, fully grown, non-autistic out there. If this applies to you, WHY do you put up with this shit. There's a plethora of other emus plus a live server to play the same content. Serious responses only please.
